Water appeared in the village Bolashak in Kaztalovskiy district in West Kazakhstan region.

Water appeared in the village Bolashak in Kaztalovskiy district in West Kazakhstan region. This district – is one of the remote ones, 350 kilometers away from the regional center. For many years the main problem of villagers was the lack of clean drinking water. Once works to connect a centralized water supply system to the village began, residents waited impatiently for the end of the project. Clean drinking water in Bolashak until recently was as good as gold. Elderly did not hope that someday the source of life came to their village. For the same reason a youth started to leave their native land. The problem is that there are no natural reservoirs nearby. Ak Bulak Program helped. The water supply system was stretched from the river Bolshoy Uzen, that is 40 kilometers away from the village. Mutigolla Halleov, a resident of the village Bolashak: "Due to its geographic location in our village there are no rivers and lakes. Therefore, for many years we had problems not only with drinking water but also technical one. We had even to use melted water, drink untreated well water. Fortunately, all these things were in the past”. Zhupar Doszhanova, villager of the village Bolashak: "Before, it was very difficult. Even we could not drink the cattle. And now we are happy. Thanks to all. To connect the centralized water supply system under Ak Bulak Program, 570 million tenge were utilized. For quality purification, constructors have built in a special filter, which is available at the local plant. Now residents of 220 houses use only clean drinking water in everyday life. And clean drinking water is provided to 8 social facilities. Karimolla Zhakupov, a representative of the contracting organization: «If you compare with a trade network, we drink water that is of the similar level by quality. You can plant a vegetable garden or to feed yourself. I think that’s a big deal”. Nurlan Bekkair, Akim of Kaztalovskiy district in West Kazakhstan region:»Now we are left with three distressed rural counties. These are Taldyapan, Taldykuduk and Terenkol. We have already design documentation with Terenkol. Money will be allocated next year. Then, water supply is available a distance of 32 km. From there, a line will be stretched”.Design specifications and estimates for the construction of water supply systems in villages Taldyapan and Taldykuduk will be developed only in the next year. This requires about 36 million tenge. If all goes according to a plan, the residents of these villages will have clean drinking water in 2–3 years. "News”, 11.11.2013, 21:00, TV

An issue of the provision of the population with the drinking water in the Aksu district of Almaty region is crucial

An issue of the provision of the population with the drinking water in the Aksu district of Almaty region is crucial. For many years, people in some remote villages had to use imported water or water from the open sources. The state program "Ak Bulak” has become a solution to this problem. But so far only four localities will be able to find out what is the running water. The first sign in solving this matter was the program "Taza-Su” — during its implementation a water network of several villages in the region was reconstructed. A state project "Ak Bulak” became a logical continuation. Its advantages are — a line of water is fed directly to the home users. More than 700 million tenge were allocated from the national and provincial budget this year for all these works. Zhumahan SERIYEV, a chief engineer of the contractor entity: "Before the columns were installed in the streets; one-third of the population didn’t have any water. Each owner now lay on water to the house. Technology is sufficient, if the weather permits – we will finish earlier”. The people of the district center — the village Ilias Zhansugurov had to wait for many years the amenities. Now a life blood has appeared in every home.Zhamalhan ASSYLBEKOVA, a resident of the village Ilias Zhansugurov: "We brought the water from the nearby street. Of course, there were disadvantages. Now we are happy that the water in each house. You can now further arrange our homes, to equip with a bathroom”. All in all, in Aksu district there are now 49 towns. Water networks in the main section were virtually orphaned. Since the Program started, half of them were taken on the balance of local utilities. This year waterlines of villages Kopa, Tausamaly, Matai and the village Ilyas Zhansugurov will join to their numbers. Kairat ISSAYEV, a deputy mayor of Aksu district in Almaty region: "A design and estimate documentation for four rural counties is in the stage of development. We are very hopeful that we will include them. Also, we have developed a long-term plan and look forward to 2020 under the Ak Bulak Program to provide all the settlements of the region with water. ”Thanks to the implementation of the state project, the living conditions in rural areas have been improved significantly. Along with the water a municipal improvement has come, and it means that a number of prospect settlements are growing in the map of the region. "News”, 16.09.2013, 21:00, TV 24.kz

The Ministry of Regional Development proposes to change a bed of Irtysh river and run the river inland.A revolutionary document — the general scheme of the country’s development – has been prepared by the Ministry of Regional Development.

It provides a variety of innovations, including a rather ambiguous. In particular, the developers of the document suggest change a bed of Irtysh and run the flow of the river into the Central Kazakhstan, YK-news.kz. reports. A delegation from the Ministry of Regional Development and Astana branch of Kazakh Scientific-Research and Design Institute of Civil Engineering and Architecture JSC (KazNIISA) visited Ust-Kamenogorsk. It presented a draft general scheme of territorial organization in the country.Turlybekov MUSSABAYEV, Director of the branch of KazNIISA JSC reported that in East Kazakhstan over the last 10 years there was a negative migration balance. It is projected that by 2030, the population could be reduced by another six percent. Within the region the people also move: people come from rural areas to urban and suburban areas. Over the past 15 years, 27 townships and 141 villages in the region were eliminated. Experts are concerned that the processes of internal migration are moving on their own, short-sighted, in a decentralized manner. — As part of the general scheme we propose to solve the problems of sprawl of major cities taking into town planning measures. This means as follows. It is required to create cities-counter-magnets on the basis of large settlements. They will draw in large migration flows to the major cities — Mr. Mussabaev stated. — The solution to your problem in your region may be the redirection of migration flows to the East Kazakhstan from other regions of the country. 50 supporting villages are identified in the region. It is encouraged to establish agro-towns on their basis. Medium-size and large enterprises to store and process agricultural products should be developed there. The general scheme assumes that gradually people from small villages will move to larger ones. And farms with work under a rotation system will occur in place of small villages. The problems of company towns (in East-Kazakhstan these include Zyryanovsk, Serebriyansk, Ridder, and Kurchatov) are planned to solve through the extension of large enterprises. In particular, at the expense of the follow-up exploration of mineral fields. The new scheme offers even a change of Irtysh river’s bed. According to the developers of the project, waters of the largest river of the East-Kazakhstan should be directed to the territories of Central Kazakhstan. The draft general scheme will be presented to the government in August this year. The Ministry of Regional Development hopes that this important document will be approved at the end of the year and will gain force from January 1, 2014. All innovations are scheduled to be implemented within the next 25–30 years. www.yk-news.kz

Provision of population with potable water in the required quantity at a reasonable price and safety of water use are among the main objectives of a social policy of the state. To date, a significant part of the population in the republic is still not provided with water of appropriate quality and in full. For the village, "water” issue has become a major pain. Today, every fourth villager for drinking and domestic purposes has to use either imported water or from the yard and public wells, surface sources of poor quality, which does not meet health and safety standards by a number of indicators. The quality of water from open reservoirs of the 1st category used for centralized water supply to population, in the whole in the country by sanitary and chemical indicators, compared with 2009, has been worsened. One of the reasons that affect the quality of water from open reservoirs, are accidents on the networks of drainage and discharge of domestic and industrial waste water without treatment. The supply of quality drinking water in Kazakhstan is a serious and topical subject matter. The branch program «Drinking Water” has become a Guide to action. A new Program to provide safe drinking water and sanitation services, counted for 2011–2020, ‘Ak Bulak’, approved by the Government of Kazakhstan, will continue its mission taking into account already errors and shortcomings, the untapped potential. The Program is aimed at ensuring the effective and efficient activities of operation enterprises and organizations, improvement of water supply and waste water disposal systems, the maximum use of groundwater for providing the population with the drinking water and enhancing the quality of R & D activities in the water sector. The importance of the problem is noted by President Nursultan Nazarbayev in his Message to the people of Kazakhstan. Developers of Ak Bulak are under the personal control of the Head of the state. They build their line of action already given the weak and strong points. Optimism adds that the level of the stock of fresh groundwater is sufficient, there is attention and support of the state. It would not be possible to discount the sufficient level of private water-supply companies, a favorable investment climate and the interest of foreign financial institutions in the modernization and development of the water supply facilities.. The Ak Bulak Program contributes to the development of the water sector, including through the modernization of the technical facilities and the formation of appropriate tariffs. The Program also involves the use of the highest quality groundwater that abounds in the bowels of the country. And all of this potential can and should be used. The Program takes full account of the Agency’s proposals to maximize the use of capacities of groundwater for drinking water supply in villages and towns. In 2012, prospecting and exploration works on the facilities of the Republican budget program 040 »Regional, Geological Survey, Exploration and Appraisal, and Prospecting and Exploration have started to ensure 53 settlements, 5 fields and 1 facility on hydrogeological additional exploration, which were included in the list of Ak-Bulak Programs, with groundwater reserves. The total funding for prospecting and appraisal and prospecting and exploration works in the Karaganda region is 489,889,280 tenge, including the amount of contracts for 2012 – 391 442 280, for 2013 – 87 958 000, for 2014 — 10 489 000 tenge. According to the results of the regional prospecting and appraisal and prospecting and exploration works for 2012, budget funds allocated were developed in full. According to preliminary data, the problem of drinking water in these villages will be resolved positively. Works to ensure that tap water in rural areas continue. In the prospect for 2013–2014, Ak Bulak Program anticipates to carry out geological and exploration works in order to supply another 55 villages, including 20 villages in the Karaganda oblast: Zhanaarka, Nura, Osakarovsk, Bukhar-Zhyrau, Karkarala, Shet areas with water. The plans of Ak-Bulak — a close-knit work of government and business. This Program sets quite logical and vital tasks, the main ones: water in every home, 24 hours a day. By 2020, it is planned to achieve a 100% results.. Thus, Ak-Bulak Program covers all aspects of life in Kazakhstan: it takes care of comfort, health, well-being, and finally the economic component. It is clear that such a Program should be at the appropriate level. And there is hope that Ak-Bulak will be those projects that truly improve the lives of every citizen of Kazakhstan — both in the city and in the countryside. On the eve of the professional holiday, we congratulate all of geologists and do believe that in the future they expect only highest achievements and striking discoveries for the benefit of independent Kazakhstan. 30.03.2013Water supply – is a common problem / Valentina Teplyakova /

On Thursday, in Kokshetau, the regular session of the regional maslihat was held, which was attended by Akim Cosman Aytmuhametov. The main issue of the deputy forum was the implementation of Ak-Bulak in the region for 2011–2012. Michael Kosachov, head of the regional department, delivered a report to the attendees. The deputies also were seriously prepared for the session, having reviewed the situation on ensuring quality drinking water to population in their districts. An analysis of these checks and specific proposals to address the problems identified has formed the basis for a co-report, which was delivered by the deputy of the regional maslihat, General Director of Atbassar RMZ LLP, Sagat Rakishev. During the first two years of the Ak Bulak Program implementation counted for 2011–2020, over 14 billion tenge were allocated to the region for this purpose. During this period, 45 projects were launched in rural areas. 595.7 km of water networks, 10 water towers, 15 pumping stations and 8reservoirs were constructed or renovated. According to this target indicator of this Program, an access to piped water supply by 2020 should be provided to 80% of the region’s rural communities. At the beginning of the year, this figure is 55.2% for the rural population and 80% — for the city population. A lack of access to piped water is observed in Burabay (29.6%), Zerendy (17.7%), and Ereymentau (15.2%), Yenbekshilder (11.1%) districts. As Akim of the region, Cosman Aytmuhametov noted in his statement at the session, this is — a consequence of poor work of Akimats for the prospect on development of design districts. When implementing the Program, a main focus is on rural communities who use imported water. By today, there are 32 of them, in 18 of them works on centralized drinking water supply is ongoing. However, in Zerendy and Yenbekshilder districts this issue is not being solved. In 2013, 18 projects to be implemented, the Program includes 40 villages for this year. The decision adopted at the session notes that some works on providing the population with quality drinking water are carried out in the region. However, this issue remains one of the most Urgent problems in the region. This was underlined by the speakers, the participants of the debate, and the head of the region. The main disadvantages in the industry are the turnover of owners of water pipes, a high accident rate, low material and technical equipment of the operating entities, a lack of qualified personnel, violations of water treatment technology. These are — the main causes of the annual loss of water up to 40%. The high depreciation of sewer networks, pumping stations, sewage treatment plants in some areas leads to discharges of untreated sewage in the fields of filtration and water-quality degradation. Orphan pipelines remain to be a serious problem. Today, there are 24 such water pipes in the seven districts. At the same time, they are the only source of water supply for the population centers where these water pipes are located. The problem of ensuring production control over the quality of drinking water is not yet resolved. Only 21% of enterprises institute such control. There are facts of operation of water facilities without signing a State Acceptance Certificate, which have been performed with deviations from design and construction documents. The instances of poor quality construction of facilities, inefficient use of budget funds have not yet disappeared. So, because of the lack of design and estimate documentation and confirmation of water reserves, 170 million tenge remained undeveloped in the past year by Zhaksyn and Zerendy districts. The situation at the Nura group water pipeline requires a radical solution, which is to provide water to the residents and Korgapzhyn and Egindykol areas. General wear and tear of the facility is 95%. It is necessary to reconstruct 208 km of the main water pipe. Addressing the participants to the session, Mayor of the region, Cosman Aytmuhametov noted the importance of the issue in question for all of Akmola residents, highlighting afterwards that empty seats in the hall had to be occupied by representatives of NGOs and the public. As a matter of fact, sufficient and quality water supply depends not only on construction and reconstruction of water pipes, but also on their operation, timely and complete collection of payments for water and sewer, savings and thrift of Akmola residents. In this regard, the head of the region made a special emphasis on the installation of meters, saying that in Kokshetau they will install additional house water meters in the apartment sector, and the revision of water tariff is inevitable. He also called on the deputies of all levels, members of the NDP «Nur Otan” and other parties, NGOs to take part in a timely and high-quality implementation of the Ak Bulak Program. The session also approved the Program of development of dairy farming in the region for 2013–2015, which aims to create economic and technological conditions for the sustainable development of the production and processing of milk; approved and amended the composition of some advisory bodies with the regional akimats. In Karaganda region, under the Ak Bulak Programme, this year 11 water supply facilities will be introduced. The head of the region, Baurjan ABDISHEV, reported to the public during a reporting meeting, — the correspondent informed. BNews.kz. «In 2012, under the Ak Bulak Programme, 11 water supply facilities had been introduced that allowed to provide the quality water for about thirty thousand inhabitants in the region. The same number of facilities will be delivered this year”, — Mayor reported to the public. He stressed that the priority of public health is to provide the high-quality drinking water. Now, a large-scale renovation and construction of the water supply and wastewater disposal systems in a number of districts and towns are being implemented.

The number of explored fields is not sufficient for the implementation of Ak Bulak Programme. — Meruert Kazbekova

At today’s plenary session of the Majilis, Meruert Kazbekova, deputy of Parliament, addressed with a deputy request to the Prime Minister Serik Akhmetov, — the press service of the Majilis of the Parliament of the Republic of Kazakhstan reports. "At present, according to the Committee of Geology and Subsoil of the Ministry of Industry and new Technologies, 1282 groundwater fields have been explored. However, the number of explored fields is not sufficient for the implementation of Ak Bulak Programme to ensure quality drinking water. At the same time, it requires attention that during the Soviet period 80% of rural settlements of the republic had been explored and reports had been compiled on the groundwater reserves that are currently stored in the geological foundations”, deputy states. However, according to majilisman, when forming the budget funds under the State programme to ensure rural settlements with drinking water, it is not fully take into account the previous exploration works. Annually, funds are allocated for prospecting and exploration of underground water sources, most geological information of which is already available in geological foundations. For example, for the water supply of some villages in Akmola region in earlier 80’s — early 90’s underground water deposits had been explored, and specialized enterprises had started preparing and planning the design of pipelines. However, despite not being completed the works, the documentation and mapping of areas were saved. But nevertheless, the budget program of 2012 allocated funds to research groundwater for some of these villages. In addition, there is a loss of existing groundwater sources, where there is a mixture and contamination of different aquifers. In Kazakhstan, there are hundred of thousands of orphaned, but exploitable water wells. These wells open water, suitable both for domestic drinking water and mineral, geothermal and industrial and technical needs. Meanwhile, they are critical to addressing the issues of provision of the population with the drinking water, restore transhumance, develop industrial infrastructure, and etc. Only their controlled conservation, and transfer of water wells to municipal or private property will enable to preserve them for the use at present and in the future, prevent the entry of surface water and groundwater of surface water therein. In this regard, she asked the Prime Minister to answer a number of questions. 1. Are the works to restore the information and mapping of water wells carried out at the government level? 2. What steps are undertaken to restore the previously drilled serviceable wells& 3. Are there any plans as to mass transfer of water wells to the municipal or private property, for more efficient operation? Also, Majilis’s deputies as A. Peruashev, E. Nikitinskaya, N.Zhazylbekov, T. Ergaliyev, A. Abildayev, S. Sarsenov, A. Turtaev put their signature under this request. www.zakon.kz (Kazakhstan).

Festivity on celebration of the anniversary of a single specialized Institute has brought together guests from all over the country. Albert KRASZEWSKI — one of the first 10 employees, at that time a Kazakh branch of the Soyuzvodokanalproekt, worked here for half a century — from the ordinary technician to the head of the department. A veteran narrated that at the time, having arrived in Almaty under the appointment from Samara, he could not even imagine that the design of water supply and wastewater disposal systems will be for him the meaning of all his life. A record in the employment book still remains the only one. What he never once regretted about it. But it was not all plain sailing in the half-century history of the Institute. The Institute with more than half a century history has many plans. However, the goal remains the same — to ensure the people of Kazakhstan with clean and healthy water. Today, the Institute is the general designer for the modernization of water supply and wastewater disposal systems of 54 cities. End-of-year News, Almaty TV, 16.11.2012, 21:00

These money were used to replace cast iron pipes, water wells, columns, fire hydrants were exposed, two water towers, pumping station were installed. Currently, more than 78 million tenge were allocated to solve the problems of water supply in Sandyktau district. Kazakhstan expects an increase in the water tariff

Tariffs for drinking water will rise, and in some areas — significantly. These money will be used to upgrade the equipment of water canals and repair of water networks. Representatives of water canals from all regions have reviewed a new system of tariff formation at a meeting in Almaty. При его расчете предложено учесть несколько факторов. In calculating a tariff it was offered to consider several factors. First, the salary will be doubled for the water utility employees. Second, the new equipment will be installed, and its operation will be more expensive. Third, the rate of return will be increased from 10% to 30%.

12 out of 26 major water utilities of the county will start working on a new tariff as early as next year. At the same time, a price will rise gradually for consumers. Those who do not have water meters will have to pay most of all. For subscribers who have water meters there will not be a sharp increase in the cost. And also it is planned to introduce a differentiated pay, and most economical consumers will pay less. Vladislav GALIYEV, Deputy. Chairman of the Agency for Construction, Housing and Utilities Affairs:

- Today, we can not immediately raise the rate. We will do this on a step-by-step basis, so people will not feel the burden. Population will be protected by the housing help, which is repaid at the expense of funds from the local and national budget. 17.10.2012,
