One of the most expensive rural utilities projects in Kyzylorda region is being implemented in the village Terenozek, BNews.kz reports with a reference to the press service of the regional Akimat (administration).
"The second stage of the restoration of water supply system in the village, where more than 10,000 people live. Restoration is comprehensively implemented as part of the Ak Bulak Program; the total estimated project cost is 1.1807 billion tenge. New water supply system will provide drinking water to the inhabitants of two villages in West-Kazakhstani region..
In the village Pugachevo in West Kazakhstani region, a water supply system was commissioned, which will provide drinking water to residents of 169 houses in villages Pugachevo and Araltal, a correspondent of BNews.kz. reports.
Construction of this facility was conducted by the contracting company — Tilmash JSC under the Akbulak state Program for 2011 — 2020. For this purpose, from the national budget 483997670 tenge were allocated. The structure consists of three (3) wells (one is backup) and two (2) tanks for pure water with 160 and 50 cubic meters.

A promise to provide water for more than 50 Kazakh villages by the end of the year.

Kazakhstan plans to prohibit for customers to make changes in design documentation of social facilities under construction, the Minister of Regional Development Bolat Zhamishev reported. "Using the existing powers, we will take steps to prevent changes by customers in design solutions”, — he noted at a press conference in central communications services (CCS) under the President, in Astana on Thursday. The water supply system was stretched from the river Bolshoy Uzen, that is 40 kilometers away from the village. Therefore, for many years we had problems not only with drinking water but also technical one. We had even to use melted water, drink untreated well water. One of the examples are the works carried out in the village Kokzhazyk in Eskeldy district, where under the Ak Bulak Programme the reconstruction of existing and construction of new water supply systems is in full progress. Drinking water will be supplied to villagers from the underground sources. Major target transfer in excess of one hundred thirty million tenge from the regional budget is allocated for the development and modernization of the water supply system in the village Kokzhazyk. Contractors have mounted new water tanks in the village, delivered and installed the manhole covers, hydrants, laid a few kilometers of the pipeline in the ground. The total length of underground water systems in the township will be ten and a half miles away. The builders use plastic pipes of domestic manufacturing plants in their work, which have proven themselves well in the other facilities.Very soon, it is expected that contractors will finish the construction of water intake facilities and pumping station with a supplying capacity of one hundred cubic meters of water per hour. All planned works are scheduled to be completed next year.In addition to providing with the drinking water, contractors will enable the villagers to use wastewater disposal services. They will cover a number of social facilities: Secondary School, the building of the village Akimat, about ten stores, cultural center, as well as over three hundred private housing. In each case, individual water meters will be installed. The total number of residents in the village Kokzhazyk, who will use the water supply and wastewater disposal services, will exceed two thousand people. Zhambyl authorities promise to ensure the population of the region with a centralized water supply for one hundred percent by 2019, Office for Construction, Passenger Transport and Highways of the regional Akimat reported. According to Rakhmankul BAITELIYEV, a head of the construction agency of the region, at the beginning of 2013 out of 373 rural settlements in the region, 197 or 51.7 percent were provided with a centralized drinking water. At the same time, 174 settlements are supplied with water from the decentralized sources of water supply (wells); eight ones use an imported water.
In 2012, the water supply systems were commissioned in 26 villages, 213 km of water mains were laid, more than 140 km were upgraded, R. Bayteliev reported. In 2013, 3.23 billion tenge were allocated from the state budget for the implementation of the Ak Bulak Program, coordinated by the Office for Construction, Passenger Transport and Highways. These funds will be utilized for nine out 22 identified facilities, or 183 km of water supply networks, and 26.3 km of reconstructed networks. At the same time, 13 facilities will be carried over to the next year. By the end of 2013 it is expected to increase the coverage of the population with the piped water supply up to 55.5 percent.In 2013–2015 within the framework of Ak Bulak Program it is planned to build and reconstruct 43 facilities of water supply and wastewater disposal in 45 settlements of the region, including Taraz, Zhanatas and Karatau, and for that the Republican budget provides about 17.3 billion tenge. As a result, by 2015, an access to piped water supply will be 77.9 %. "At this rate of implementation of the Ak Bulak Program, the region already by 2019 may be ensured for 100% with the drinking water. Provision of population with potable water in the required quantity at a reasonable price and safety of water use are among the main objectives of a social policy of the state. To date, a significant part of the population in the republic is still not provided with water of appropriate quality and in full. For the village, "water” issue has become a major pain. Today, every fourth villager for drinking and domestic purposes has to use either imported water or from the yard and public wells, surface sources of poor quality, which does not meet health and safety standards by a number of indicators. The quality of water from open reservoirs of the 1st category used for centralized water supply to population, in the whole in the country by sanitary and chemical indicators, compared with 2009, has been worsened. One of the reasons that affect the quality of water from open reservoirs, are accidents on the networks of drainage and discharge of domestic and industrial waste water without treatment. The supply of quality drinking water in Kazakhstan is a serious and topical subject matter. The branch program «Drinking Water” has become a Guide to action. A new Program to provide safe drinking water and sanitation services, counted for 2011–2020, ‘Ak Bulak’, approved by the Government of Kazakhstan, will continue its mission taking into account already errors and shortcomings, the untapped potential. The Program is aimed at ensuring the effective and efficient activities of operation enterprises and organizations, improvement of water supply and waste water disposal systems, the maximum use of groundwater for providing the population with the drinking water and enhancing the quality of R & D activities in the water sector. On Thursday, in Kokshetau, the regular session of the regional maslihat was held, which was attended by Akim Cosman Aytmuhametov. The main issue of the deputy forum was the implementation of Ak-Bulak in the region for 2011–2012. Michael Kosachov, head of the regional department, delivered a report to the attendees. The deputies also were seriously prepared for the session, having reviewed the situation on ensuring quality drinking water to population in their districts. An analysis of these checks and specific proposals to address the problems identified has formed the basis for a co-report, which was delivered by the deputy of the regional maslihat, General Director of Atbassar RMZ LLP, Sagat Rakishev. During the first two years of the Ak Bulak Program implementation counted for 2011–2020, over 14 billion tenge were allocated to the region for this purpose. During this period, 45 projects were launched in rural areas. 595.7 km of water networks, 10 water towers, 15 pumping stations and 8reservoirs were constructed or renovated. According to this target indicator of this Program, an access to piped water supply by 2020 should be provided to 80% of the region’s rural communities. At the beginning of the year, this figure is 55.2% for the rural population and 80% — for the city population. A lack of access to piped water is observed in Burabay (29.6%), Zerendy (17.7%), and Ereymentau (15.2%), Yenbekshilder (11.1%) districts. As Akim of the region, Cosman Aytmuhametov noted in his statement at the session, this is — a consequence of poor work of Akimats for the prospect on development of design districts. When implementing the Program, a main focus is on rural communities who use imported water. By today, there are 32 of them, in 18 of them works on centralized drinking water supply is ongoing. At the same time, they are the only source of water supply for the population centers where these water pipes are located. The problem of ensuring production control over the quality of drinking water is not yet resolved. Only 21% of enterprises institute such control. There are facts of operation of water facilities without signing a State Acceptance Certificate, which have been performed with deviations from design and construction documents. The instances of poor quality construction of facilities, inefficient use of budget funds have not yet disappeared. So, because of the lack of design and estimate documentation and confirmation of water reserves, 170 million tenge remained undeveloped in the past year by Zhaksyn and Zerendy districts. The situation at the Nura group water pipeline requires a radical solution, which is to provide water to the residents and Korgapzhyn and Egindykol areas. General wear and tear of the facility is 95%. It is necessary to reconstruct 208 km of the main water pipe. Addressing the participants to the session, Mayor of the region, Cosman Aytmuhametov noted the importance of the issue in question for all of Akmola residents, highlighting afterwards that empty seats in the hall had to be occupied by representatives of NGOs and the public. As a matter of fact, sufficient and quality water supply depends not only on construction and reconstruction of water pipes, but also on their operation, timely and complete collection of payments for water and sewer, savings and thrift of Akmola residents. In this regard, the head of the region made a special emphasis on the installation of meters, saying that in Kokshetau they will install additional house water meters in the apartment sector, and the revision of water tariff is inevitable. He also called on the deputies of all levels, members of the NDP «Nur Otan” and other parties, NGOs to take part in a timely and high-quality implementation of the Ak Bulak Program. TARAZ. March 5. KAZINFORM — Residents only half of the localities in Zhambyl region can use the centralized drinking water supply, the regional administration reported. Currently, out of 373 villages in the region, 197 ones are supplied with a centralized drinking water, which accounts for 51.7 percent. In this case, 174 settlements (45.9 percent) are supplied with water from decentralized water supply sources (wells, wellholes), eight ones use imported water. 5.2 billion tenge was allocated from the republican and local budgets to build 29 water supply facilities. In the last 2012, works on supplying high-quality drinking water for 26 rural settlements in the region had been completed. In 2013–2015, within the framework of Ak Bulak Programme, it is planned to construct and renovate 43 water supply and wastewater disposal facilities in 45 settlements in the region, including the cities of Taraz, Zhanatas, and Karatau. For these purposes, about 17.3 billion tenge is anticipated in the national budget. In 2013, 15 water supply projects would be completed in 13 communities. Meanwhile, they are critical to addressing the issues of provision of the population with the drinking water, restore transhumance, develop industrial infrastructure, and etc. Only their controlled conservation, and transfer of water wells to municipal or private property will enable to preserve them for the use at present and in the future, prevent the entry of surface water and groundwater of surface water therein. Objectives highlighted in the President’s Message, Nursultan Nazarbayev, ""Strategy "Kazakhstan-2050”. A new policy of the established state””, was discussed at the board meeting of the Ministry of Regional Development of the RoK. As is well known, the Ministry of Regional Development was established in January this year by the RoK Presidential Decree. The agency is the central executive body in charge of cross-sectoral and inter-regional coordination in the development and implementation of state policy in the field of regional development, business support, including coordination of activities of socio-entrepreneurial corporations. The composition of the new ministry, in addition to the Committee for Regional Development, the Committee for Enterprise Development, includes the Agency for Construction and Housing Affairs, and the Agency for Land Management. According to the First Deputy Minister of Regional Development of the Republic of Kazakhstan, Kairbek Uskenbayev, the Ministry intends to fulfill the President’s instructions, announced in his Message to the nation of Kazakhstan, and to strengthen coordination of works in regional development, and to synchronize the implementation of all public and industry programs in the regions. Currently, according to the program "Regional Development”, the work has started on the development of inter-regional action plans to develop Astana and Almaty agglomerations, which will ensure coordination of the inter-regional and cross-sectoral interests of agglomeration development, better functional zoning of their territories, and the coordinated development of the infrastructure of the city-core, suburbs and areas of attraction. Akimats of the region are working to develop action plans of Shymkent, Aktobe and Aktau agglomerations. Development of action plans to develop all agglomerations will be completed in the first quarter of this year. As requested by the Head of State, until December this year, the Ministry will develop a program for the development of small towns, which should be a long-term, creating a number of industrial projects based on small towns. The objective of this program is to contribute to building a system of sectoral specialization of regions, the establishment of industrial production of satellite towns of large agglomerations, to improve living standards of local population and job security for rural youth. This year, the Ministry also intends to develop a number of additional measures to develop the areas bordering with Russian Federation, Central Asian countries, and China. One of the aspects of regional policy designated by the Head of state in the Message is to conduct competent decentralized management, adopt specific measures on the division of responsibilities and powers between the center and the regions, to strengthen local executive authorities. To strengthen public control, citizens’ influence on the situation in the field, it was decided on electivity of rural akims through maslikhats. Draft Law of the RoK on the issues of local self-government, including the electivity of rural akims, has been designed and sent for approval to the state authorities. A term to adopt the law is scheduled for June this year. Kazakhstan implements Ak Bulak program on water supply and water disposal aimed at provision of the population with the access to quality drinking water. As a result of the Program implementation, about 480 thousand Kazakhstanis are planned to be provided with the access to drinking water in 2012. 90% of cities and towns of the country will be provided with the access to central water supply system by 2017. Over 30 thousand utility networks will be reconstructed, President of Kazakhstan Nursultan Nazarbayev said at the 13th congress of Nur Otan Party. Ak Bulak Program provides for modernization of the existing and construction of new water supply and water disposal facilities as well as attraction of private capital in the water sector. 130 projects on urban water supply and water disposal and 257 projects on rural water supply were implemented in 2011. In accordance with the Agency for Construction, Housing and Utilities, 104 projects on urban water supply and water disposal totaling 43.3 billion tenge and 238 projects on rural water supply and water disposal worth 33.9 billion tenge are planned to be implemented in 2012. It is worth noting that Kazakhstan has essential reserves of underground waters. Thanks to implementation of «Ak Bulak” Program, 150 thousand residents of Kyzylorda region will be provided with access to quality drinking water.

Ministry of Agriculture informed about water situation in country.
In accordance with the preliminary results of an analysis of hydrometeorological stations of the Central Asian countries, the water content of rivers of Syrdarya and Amudarya basins is expected to be within normal limits during the vegetation period of 2012, the press service of the Ministry of Agriculture of Kazakhstan reports.As the press service informs, due to taken measures, the bed of Syrdarya River was cleaned from the ice and there is no risk of an emergency. Presently, the water level in Shardarya reservoir makes 4036 mln cubic meters with the design capacity of 5200 mln cubic meters. The issues regarding modernization of the water supply and water disposal sector were discussed at the session, the press service of JSC «KazCenter for the Development and Modernization of Housing and Utilties” reported.

102 projects on municipal water supply and water disposal systems development are planned to be implemented within „Ak Bulak” Program in 2012, Chairman of the Agency for Construction, Housing and Utilities Serik Nokin said speaking at a Majilis session.
“102 projects on municipal water supply and water disposal systems development totaling KZT 43.2 billion are planned to be implemented this year, ” S.Nokin said.
Besides, 258 projects on rural water supply and water disposal system development totaling KZT 33.9 bln will be implemented as well.
Last year, 103 projects on municipal water supply and water disposal systems development totaling 54.7 billion tenge and 257 projects on rural water supply and water disposal systems development worth 28.7 billion were implemented.

117 water supply facilities were built in Kyzylorda region in 2011, Governor of the region Askar Myrzakhmetov said at the meeting with the population.
„117 water supply facilities worth 15.7 billion tenge were built in the region in 2011. As a result, 70 villages or 320 thousand people are provided with the access to drinking water, ” A.Myrzakhmetov said. 76 km of water supply networks and 49 km of sewerage networks have been repaired in Kyzylorda since 2008, head of the region Askar Myrzakhmetov said at the meeting with the population.

The number of people provided with access to quality drinking water in Atyrau region increased from 44% to 96% over the last four years, Governor of the region Bergey Ryskaliyev said.

"Within the framework of public-private partnership (PPP), a Memorandum of Understanding between the Agency for Construction Affairs, Agency for Regulating Natural Monopolies, European Bank for Reconstruction and development has been signed to prepare PPP’s projects in water supply and wastewater disposal of Taraz, Atyrau and Semey”, Serik Nokin, Chairman of the Kazakh Agency for Construction and Housing and Public Utilities Affairs, stated.
In addition, it was noted that in 2012 it is planned to implement 102 projects for municipal water supply and wastewater disposal in the total amount worth 43.2 billion tenge, as well as 151 projects for rural water supply and wastewater disposal totaling 33.9 billion tenge.

Currently, 82 projects of municipal water supply in the amount of $ 33.7 mln. tenge and 19 projects of municipal wastewater in the amount of 19 million tenge are being implemented. In 2012, 102 projects of municipal water supply and wastewater, 151 projects for rural water supply and wastewater will be implemented. As for as 2013 is concerned, it is planned to implement 21 projects of municipal and 63 projects for rural water supply and wastewater. The implementation of activities under the program "Ak Bulak” for 2011–2020 will enable to gradually move to all-round centralized water supply from deep water wells. It should be noted that the development of water supply in rural areas will create a multiplicative effect in the form of improved social and living conditions, health and preventing human disease through the provision of safe drinking water.

714 km of water supply networks have been reconstructed over 10 months of 2011 under the Program "Ak Bulak”
As of 10 months of 2011, 714 kilometers of water supply networks and 59,6 kilometers of sewerage networks have been reconstructed in the urban settlements, press service of AC HPU RoK reports.
In 2012, as part of the program of water supply and wastewater disposal development «Ak-Bulak”, more than 48 billion tenge is provided for the development of municipal water supply, — reported Serik Nokin, Chairperson of the Agency of the Republic of Kazakhstan for Construction and Housing and Public Utilities Affairs.
»In addition, in 2012, more than 26 billion tenge is provided for the rural water supply”, noted S. Nokin.
At the same time, in the current year, about 28 billion tenge were allocated for these goals.
One should note that all without any exception investment projects proposed by akimats and having documentary substantiation, have been supported by the Republican Budget Commission and are included into the 2012 budget.
Thus, this direction of the Program "Ak-Bulak” will ensure a more rational use of water resources.
Financing of investment projects shall be made by two directions: by akimats at the expense of the republican and local budgets and enterprises — service providers at the expense of tariff formation.

Astana, August 9, 2011. The funding of the water supply projects will carried out according to the model of state-private partnership (SPP) within the framework of industry program "Ak Bulak”.
The state annually allocates about 25 — 30 bn tenge for development and reconstruction of the entire urban water supply networks. To reduce the burden on the budget, it is proposed to introduce a phased transition of water canals to the models of public-private partnership.
It is planned to conduct a detailed assessment of ratios of financial and economic activities and the technical condition of water canals jointly with the international financial institutions through the grant funding, on the basis of which there will be developed is own model for each water canal, — explained in the agency.
Once the SPP model is identified for each pilot project on the basis of the documentation developed, and coordinated with the Government of the Republic of Kazakhstan, the tender will be held for the selection of a potential investor in accordance with the adopted procedures of international financial institutions and the legislation of the Republic of Kazakhstan.
However, a number of specific commitments will be provided for investors. Thus, bringing the level of access to the centralized water supply and wastewater disposal up to 100%; increase in the reliability of water supply and wastewater disposal up to 100%; coverage with individual water consumption meters for the population — 100%; improvement of the quality of water supply and wastewater disposal services by enhancing a level of the regulatory purified water up to 100%; reduction in the level of regulatory losses up to 15%; and 100% security of the commercial accounting for water. At the same, water canals will not be transferred into the private property of an investor.
With regard to a rural water supply, as of today, the legislation of the Republic of Kazakhstan has settled an issue of subsidies for water supply to the rural population, which allows to balance the costs of rural water canals and income of the population.

Prime-Minister of Kazakhstan conducted the working meeting on the issues of provision of population with drinking-water.
ASTANA. 18 June. KAZINFORM – On the 17-th of June, Karim Massimov, Prime-Minister of Kazakhstan conducted the working meeting in the Governmental House on the issues of provision of population with drinking-water with the participation of heads of central executive authorities, deputies of Majilis of Parliament of the Republic of Kazakhstan, as well as representatives of th e design and construction enterprises and institutions, — as the press service of the Head of the Government of the RoK reports.
The meeting reviewed the course of implementation of industry program "Drinking Water” for 2002–2010, including the issues of water supply of large, small cities and rural settlements of the country, reserves of the ground waters and their exploration, construction and renovation of the water supply facilities and systems, as well as the tariff policy in the field of water supply.
According to the information of the Ministry of Agriculture, within the implementation program, construction, reconstruction and overhaul of 13,288 km. of water pipes and networks of drinking-water supply have been done, the water supply has been improved in more than 3.5 thousand settlements with a total number of population of more than 5 million people (including 3.5 million of rural inhabitants). The number of rural inhabitants who use the imported water has been decreased (from 445.2 thousand people in 2002 to 82.9 thousand people in 2010).
This year, the government allocated funds for the reconstr uction and construction of 308 water supply facilities.
When constructing new and reconstructing the existing water pipes, new materials are applied, and modern technologies are introduced. In this case, the aggregated volume of products manufactured in Kazakhstan fully covers the needs of the domestic market in the field of drinking-water supply.
According to the Ministry of Public Health, the situation with the safety of the drinking-water from the centralized water supply systems has been stabilized, the unit weight of drinking-water samples that does not meet hygienic standards for microbiological and chemical and sanitary ratios has been considerably reduced in the Republic.
In addition, the Agency for Construction Affairs and Housing and Public Utilities has developed a new industry program for a large-scale modernization of the housing and public utilities up to 2020, which provides the introduction of a section on the water supply and waste water disposal in rural settlements for the period of 2011–2015.
Following the discussion, Kazakh Prime Minister stressed the need to strengthen the inter-agency coordination, and made a decision to set up a working group on the issues of implementation of the program on provision of population with the drinking-water, headed by Kuandyk Bishimbaev, Deputy Minister of Economic Development and Trade.
K. Massimov also noted that the course of implementation of the program "Drinking-Water” in the regions will be discussed during a conference call in July. The Prime Minister also pointed out that during his working trips to the regions of the country, "a special focus will be on the crucial issue of the drinking water delivery”.
